City Commissioner Miller Proposes to “Short Circuit” Process, Hire Reese Goad as City Manager

Amid an ongoing FBI investigation and less than two months before city elections, City Commissioner Nancy Miller caught her colleagues by surprise when she proposed forgoing the process of conducting a national search for a new city manager and hiring current interim City Manager Reese Goad.

She proposed a two year contract for Mr. Goad who was appointed interim city manager after former City Manager Rick Fernandez resigned during an ethics investigation.

Previously, the city commission had voted to conduct a national search and wait until after the upcoming elections to make a decision about the city manager process.

The upcoming elections will result in two new city commissioners and a new mayor.

Miller’s motion caught city commissioners by surprise.

Miller said that she changed her position on the process because she felt the city was in a static position and was unable to advance under the current situation.

Both Mayor Gillum and Commissioner Richardson disagreed with Miller’s assessment.

Gillum said he was uncomfortable with “short circuiting” the process.

Ultimately, Commissioner Ziffer made a motion to expedite the search process and reconsider the decision in October.

However, Miller said she was not interested in supporting Ziffer’s compromise motion.

Ziffer’s motion passed 3-2 with City Commissioners Scott Maddox and Nancy Miller voting no.

  1. Why would the commission listen to a member who is leaving in a few months? Goad may be caught up in the skybox thing.

  2. I wonder if City Commissioner Nancy Miller get a text message from a burner phone that read something like this – “We need to speed this process up in hiring Reese Goad. He will continue to take care of your husband and other extended family members. Scott can’t do it, we need you, the feds are getting closing in!” Smh

      The last paragraph, quoting a former FBI agent:
      “I didn’t see anything that would suggest indictments are imminent,” he said. “I think you’re in the middle of it.”
      So the Democrap waits until the very end of their story to contradict their eyeball-grabbing headline?

    What is keeping the City of Tallahassee from advancing? The City Manager implements the policies, procedures and directives placed before them by the City Commission. The day-to-day operations can be(and ultimately are) carried out by staff – with very little input from the City Manager. What the City is lacking is leadership. The City isn’t advancing, but it isn’t because there isn’t a City Manager(no disrespect to Mr. Goad), it’s because the City Commission isn’t advancing policy and directives that lead to the types of innovation that citizens expect.

  5. Look at Curtis in the above photo scanning the room intently for any clouds over the commission. Upon seeing no clouds whatsoever Curtis promptly voted to nix Nancy’s wacky idea that the city was in a static position and was unable to advance under the current situation. Good looking out Curtis!!!

  6. Well I’m sure this decision by Miller to secure Goad ‘for the good of the City’ has nothing to do with the FBI bringing in folks for testimony (Like Fernandez) and a variety of allegations involving Miller, Buss-in-Laws, Waste Service Contracts, etc.
    Desperate Times = Desperate Measures. Maddox and Miller voted for this; what does that tell you FBI? What did COT Legal Counsel – Jackson have to say about this ‘surprise’ process?
