Currently the Commission is planning to APPOINT someone to take Katz’s place when he leaves (either to accept an appointment in Washington or because of findings by the Ethics Commission looking into his relationship with BG@E)

You can believe that appointee will be of the ilk of the majority of the sitting commission and will have nearly a year as an incumbent to cement his/her hold on the seat.
