					<description><![CDATA[I met with former leader of the Georgia ethics commission. He  was very aware of Tallahassee&#039;s corruption and cronyism which he alluded may be the worst in the Southeast. He put it in the same league with Chicago.  He said the reason Tallahassee is so corrupt is that so many people benefit from the situation,  and unlike Atlanta, the Tallahassee newspaper ignores the corruption and self dealing.

Way to go Tallahassee, we&#039;re #1. 

And congrats to Tallahassee Reports for going where The Democrat wont go.]]></description>

					<description><![CDATA[It is important to understand that airports are operated largely by authorities because all revenues and assets purchased with funds generated at the airport can only legally be used at the airport.  Eliminating a job at the airport will not make space in the budget for any other city service or contract.  Any funds saved at the airport generally end up reducing airline costs or funding improvements at the airport.

Utilities is also operated as an enterprise fund, but it has funded a healthy part of the city&#039;s operations for years because it takes in more than it costs to  provide the services.  Because tax exempt entities have to pay for their utilities, it is an equalizer in a city like TLH which has disproportionate amount of tax exempt property.   It is not surprising that a city manager would retain managerial control over what  is essentially a major part of both how citizens feel about the city, and what funds its operations.   And TLH stands alone in FL with those issues.

And the reason that TLH fuel prices are so high is that years ago, the city created barriers to development of a second fixed base operator that might have provided the competition to reduce the costs.  The best air service knowledgeable airport director will not be able to fix the air fare/service dilemma in TLH.  Only when our community gets serious about growing private business will we get the critical mass of stable travel business that supports new service and keeps it.

It is so important when publishing critical articles to fully understand the differences between TLH and others and within city operations.]]></description>
