A convicted felon voting rights should never be reinstated until they have compensated their victims also. Anyone can start to repay fines and compensation to their victims in small payments as they can afford. It’s not only the right thing to do, but would be a big crime deterrent. Rehabilitation for convicted criminals is very important, and is not complete until there is Justice for the criminals victims.
