That is the only place it needs to have a definition written down.
This politically motivated definition is a very dangerous move towards a government mandated narrative that can be used to silence anyone who disagrees with it.
Though this only “defines” what is antisemitism hate speech, it opens the door to further action against an individual from lawsuits to that which could easily evolve into government denial of free speech.
We have already seen this in Europe where people who publicly deny the holocaust, or even criticize uncontrolled illegal aliens are arrested and jailed.
