										<content:encoded><![CDATA[<p>Last Tuesday, November 27, Mike Colias of the Wall Street Journal reported that GM will close several factories in North America and cut up to 14,800 jobs. Spurred by slowing sedan sales, the changes affect plants in Michigan, Ohio, and Canada. This is the first major downsizing since the company’s bankruptcy in 2009. Reducing GM’s annual costs by $4.5 billion by the end of 2020, GM hopes this savings will allow for more investment in electric and self-driving vehicles.</p>
<p>Considering the benefits the federal government has given to GM, which includes a tax-shield from pre-bankruptcy losses, the net-cost of the 2009 auto bailout, and a federal tax credit for people buying plug-in cars, GM’s decision faces backlash.</p>
<p>Both President Trump and Canada’s Prime Minister Justin Trudeau called GM Chief Executive Mary Barra to share their disappointment. President Trump has spoken out against GM before this announcement. Early last year, he criticized GM for a plant in Mexico, and as of Monday, he told GM to replace plants in China with more in the U.S.</p>
<p>The frustrations from President Trump, Prime Minister Trudeau, and main auto workers union raises challenges on the future benefits people can expect to receive from a company whose home-government invests public money into that company.</p>

										<content:encoded><![CDATA[<p>While number of people employed continues to increase in Leon county, a bit of sobering news was released by the U.S. Department of Commerce recently which showed per capita personal income in Leon County decreasing significantly from 2011 to 2013.</p>
<p>The bottom line is Leon county residents, on average, made $38,345 in 2013, down from $39,857 in 2011, a decline of 3.8% over the two year period.</p>
<p>Only one of the 67 Florida counties had a larger two year decline than Leon and that was Hardee county which saw per capita income drop of 3.9%.</p>
<p style="text-align: left;">In comparison, during this period, per capita income increased by 3.2% in Florida to $41,497 and 5.7% to $44,765 in the United States.</p>
<p>The table below shows data for select Florida counties.</p>

<p>Among area counties, income in Jefferson and Wakulla grew the fastest at 3.6% and 2.4%. However, the per capita income of Jefferson ($31,183) and Wakulla ($30,699) was still significantly less than the $38,345 in Leon county.</p>
<p>Gadsden county saw a decline of 1.6% to a 2013 per capita income of $28,290.</p>
<p>Other North Florida counties of note: Bay county per capita income decreased 1.2% over the period to $37,915 while Duval county grew at a whopping 6.2% clip to $42,423 and Walton county per capita income increased by 4.2% to $37,976.</p>
