The Governing Council of Leon County’s Children’s Services Council (CSC) met on March 23rd and approved 3 consent items and voted on whether additional staffing positions would be necessary. In a previous meeting, the Executive Committee could not reach a consensus on the staffing proposal.
The meeting kicked off with a Community Impact Statement presentation by SG Mental Health Counseling. SG Mental Health shared how they helped children in need over the summer after receiving $92,000 from the CSC. SG Mental Health was able provide services to around 400 individuals, including children and families attending summer care facilities.
Most of the meeting involved a lengthy debate over whether to approve Executive Director Ms. Green’s request for 3 additional staffing positions. Ms. Green pointed out that her proposal fit within the parameters of the CSC 2023 budget which provides for about 15% of funds for staffing and overhead. When asked by Board Member Paul Mitchell which staff monitored the 30 programs that the CSC funded last summer, Ms. Green explained that they were not able to provide monitoring.
Council Member O’Bryant expressed concern of going from 4 staff to 7 noting that the jump was a 75% increase. He saw the value in each position but didn’t think the Council needed them all at once.
Mr. Mitchell stated he could get on board with one additional position but not the other two.
Leon County School Board member Darryl Jones agreed with Ms. Green, claiming that what was being discussed was not within the Council’s scope because the Council members are not there every day. He stated, “To decide based upon what we believe would be the way we would run it compared to what our director is doing everyday seems to be assumption that is not entirely accurate.”
City Commissioner Dianne Williams Cox attended the meeting as a public speaker. She urged that the Council support and respect the Executive Director. Ms. Cox stated, “Ms. Green is a human being, she is tired. I know she’s tired. I’m tired for her, and what she’s done here tonight is ask for help.” She continued, “If she doesn’t get the job done after she’s asked for the resources, then you’re the Board. You have the authority to evaluate her, and do something about it.”
After the discussion, the Council voted 9-1 to approve one additional position, and to have the Finance Committee bring a budget to the next meeting to give Ms. Green the authority to add more positions, if she finds it necessary.
The Council also unanimously approved an item that had been pulled from the consent agenda, to authorize issuing an Invitation to Negotiate for the creation of at least two Family Resource Centers.
During the end of the meeting Superintendent Rocky Hanna gave Ms. Green advice, stating, “There’s 10% on one side making a lot of noise and 10% on the other side making a lot of noise and 80% that aren’t.” He continued, “Don’t read the zing, don’t read Tallahassee Reports, don’t turn on Preston Scott. Just don’t.”
Looking through the CSC website, under the “Funding Announcements” section. There is a “Summer 2022 Funding Announcement”, but there is no information on which groups/entities were actually funded. Did I not look hard enough or is that information not readily provided?
Where is the list of the 30 funding recipients?

— Exactly what kind is help/services were provided to “around” 400 individuals, and why only over the summer?

— So, an untold amount of tax dollars have been doled out to 30 “programs” (insert wink here) with zero accountability or monitoring, and we’re just hearing about it?

Let me make sure I understand this….CSC funded non-profits last summer but has NO CLUE as to whether or not what they are doing is improving the lives of children in Leon County. You must be kidding me. WHO DOES THAT? No private sector group puts money into something where there is no accountability. Definitely saw this coming.

What I want to see is the Salaries of each CSC Member.
If they are above $28,000 a Year, they should be FULL TIME at CSC. They should be doing CSC Business full time, 40 Hours a Week. For what they are Supposed to be doing, they do NOT need any more people, in fact, they might even be a little Top Heavy. If they are NOT Full Time, even the Directors, NONE of them should be making more than $30,000 a Year with most being $20,000 or less. If they are doing what other Nonprofits that receive County Funds are doing then, those others need to be cut loose.
