Skep, it’s not unusual in any way to use ‘their’ in this manner when the subject is unknown. I don’t care for it myself, I’d rather use “his or her” or in this case “the student’s backpack.” But, honestly, this is hardly strange or knee-bending wokery. It’s just a little lazy, really.
The parents of the 14 year old should also be charged. Bad parenting.

Stop with the political correctness. “Their” is the plural possessive form and no amount of “but feelings” makes it appropriate for use when the subject is singular.
If you must Drill, why not move it inland, like in Altha, Clarksville Fountain, Hosford?
