During the upcoming Leon County School Board meeting, the board is set to discuss two proposed agreements involving increased resources for Leon County students: a Memorandum of Understanding (MOU) with Railey and Associates and a cooperative agreement with the Leon County Sheriff’s Office.
The MOU between Leon County School and Railey and Associates, a local psychology practice, would be approved in order to “provide mental health services to students with an identified need” in response to an overall decrease in these services in the public school system.
The MOU, which has outlined goals for on-campus mental health systems including psychotherapy, crisis intervention and family counseling, identifies the responsibilities for both of the involved parties. The psychology group will be responsible for selecting qualified mental health providers, acquiring informed consent and billing insurance companies, while the schools are expected to provide HIPAA-compliant spaces for the proposed services as well as selecting students for them.
The second agreement is a cooperative agreement, which is a legal practice used to transfer resources from a government agency to either local or state governments or private recipients for the purpose of public benefit.

The agreement involves the sharing of resources and data between the agencies for the purpose of providing educational and social needs of youth in incarcerated settings.
The agreement, like the MOU, defines the individual and mutual responsibilities to be upheld by both agencies. Both agreements will be discussed at the Leon County School Board meeting on Jan. 12.
The School Boards moves to widen the gap between parenthood and responsibility again: The more money we throw at “psychotherapy” and child protective services, the more families’ rights and responsibilities become shifted to the State—a surefire way to disable the basic family unit and degrade child development. This kind of “agreement” takes both our money and our family integrity. Good Grief!
