As far as an ethics officer is concerned mr. Maddox wants it to be legal! I bet he does and that is the problem with having attorney's on the commission, It is not legal mr. Maddox it is ethical! there is a big difference. Someone should tell Mr. Maddox that he is a commissioner first and an attorney second! again there is a big difference. independent ethics officer is the only way to go here to keep the corruption at a minimum.
