City Commission Approves Concurrency Agreement for Vogue Cleaners Property Cleanup

At their meeting on Sept. 9, the Tallahassee City Commission approved a concurrency agreement for the former Vogue Cleaners property. The property is located at 1839 Thomasville Road.

Approving the agreement allows the Florida Department of Environmental Protection to start their cleanup plan for the property, which involves demolishing the existing building and removing the building slab to access the dirty soils. The property owner, Miracle Tallahassee III LLC, has not yet agreed to begin the cleanup plan because the proposed demolition of the property would eliminate the concurrency credits on the property.

Since the owner plans on developing the property in the future, the proposed concurrency agreement allows the FDEP to start the cleanup process while allowing the property owner to keep the concurrency credits of the existing site after the cleanup is completed.

The property is being cleaned as part of the FDEP’s Dry-Cleaning Solvent Cleanup Program. The program aims to remediate soils on properties contaminated by dry-cleaning and other operations.

Why isn't Miracle Tallahassee III LLC doing this instead of FDEP? Does Miracle Tallahassee III LLC pay for the clean up?
