Original Story

On Wednesday December 8th, the Tallahassee City Commission will hold a public hearing related a proposed amendment to a Planned Unit Development (PUD) located in Southeast Tallahassee.

The application is for an amendment to the English Property PUD to increase the acreage of the PUD by 494 acres for a total of 744 acres. The proposed amendment will also update the General Land Use Plan and Vehicular Circulation Plan to include the new acreage.

Additionally, the proposed amendment will re-designate a 13-acre site located north of Blair Stone Road to the Mixed-Use Office/Commercial (MUOC) zoning district and add principal uses to the Medium Density Residential (MDR) and MUOC PUD zoning districts.

The subject PUD straddles Blair Stone Road, generally south of Orange Avenue East, north of Tram Road, east of Rickards High School, and west of Capital Circle SE. The applicant is John Colin English, Jr. and the agent is Moore Bass Consulting, Inc.

The Planning Commission voted 5-0 to find the application consistent with the Comprehensive Plan and to recommend approval at its October 5, 2021 meeting.

Staff is still working with the applicant on a Concurrency Agreement that would provide the owner/developer concurrency credit for additional right-of-way necessary for a future four-lane of the proposed Paul Russell Road extension. 

The applicant has asked the City to fund the construction of a two-lane Paul Russell Road extension that would continue through the applicant’s property.  This is contrary to the City’s Land Development Code, which requires developers to construct the extension of collector roadways. Due to the policy implications of the applicant’s request, staff plans to present this item to the City Commission at its January 26, 2022 meeting for direction from the Commission.  

Documents provided to the Leon County School Board indicate the development could have significant impact on surrounding schools.

  1. The developers would like everyone to relate the new development as being near Southwood and thus desirable.
    Actually its closer to Apache Street one of the gangland hotspots for murder in the recent TR article about murders in Tallahassee.

  2. Mr. English needs to build his own road… he must think he has a mediocre college football team, or sumthin’ the taxpayer really cares about.

    “The City” doesn’t fund anything… the city’s “taxpayers” and utilities customers fund everything.

    The developer will spin this request with a “return on investment” tact, citing the projected increase in property tax revenue as a result of the development. It will be interesting to see if the Mayor and Commissioners buy it.

  4. Paul Russell from Blair Stone to S. Monroe will need to be Four Laned and have long Turn Lanes added to turn in the Subdivision. Long Turn Lanes needs to be added on Blair Stone to enter the Subdivision and also to turn onto Paul Russell. Tram Road from Capital Circle to S. Monroe will also need to be Four Laned with long Turn Lanes added at the Entrance to the Subdivision.

    I did notice that the Number of Houses, Townhomes, Businesses, etc. were not mentioned.
