Tallahassee City Commission Meeting Briefs: March 8, 2023

Below are the news briefs from the Tallahassee City Commission meeting that took place on March 8, 2023.

The Commission gave approval to submit a grant funding application for the Florida Beverage Association (FBA) Community Grant. If approved, staff will apply for a $10,000 grant to support the Think About Personal Pollution (TAPP) Summer Programming Initiative.

The Commission approved the TLH Entertainment subdivision. The subdivision, planned Canopy PUD, is being developed by TLH Entertainment Group, LLC., Canopy Properties of Tallahassee LLC., and Canopy Entertainment Center Condominiums Association, Inc. There are no new roadways associated with this plat. There are drainage, sidewalk, water, electric and utility easements being dedicated to the City. There is no new infrastructure associated with this project.

The Commission gave staff approval to submit a grant funding application for the Bloomberg Initiative for Cycling Infrastructure (BICI) Grant. If approved, staff, in conjunction with Blueprint, will apply for a $1 million grant to support the Downtown-University Protected Bike Lane Project (D-UPBL) improvements.

The Commission received an overview of the City’s Land Development Code regulations pertaining to tree protection, which have been in place since 1990, with a significant overhaul adopted in 2004. Staff is engaged in regular ongoing review and the most recent comparison of these regulations with those in other leading cities demonstrates that the City’s regulations are in line with the most robust best practices utilized nationwide in tree protection and continue to help achieve the goals set forth in the Urban Forest Master Plan.

The Commission awarded supplemental contracts for Consulting Real Estate Brokerage and Right-of-Way Acquisition Services and authorized the City Manager to execute contracts with Coldwell Banker Hartung, KW Commercial at Keller Williams Town & Country Realty, The Naumann Group, and TLG Real Estate Services. These supplemental contracts will run concurrently with the contracts awarded in November 2022 with Structure Commercial Real Estate, Keystone Field Services, Talcor Commercial Real Estate Services, Ketcham Realty Group, and Florida Acquisition & Appraisal. Based upon the City’s potential volume of work for real estate acquisition and brokerage services, executing supplemental contracts will ensure service needs are met in a timely and cost-effective manner.  These contracts will have an initial three-year term with an option for two, one-year extensions.

The Commission approved the additional funding of $1,490,841 to Cook Brothers, Inc. for the Terminal Rehabilitation Phase III Project at Tallahassee International Airport and authorized the City Manager to execute the necessary change orders.

The Commission accepted the Griffin Heights Neighborhood First Plan FY23 budget allocations. The Griffin Heights Neighborhood First Plan was adopted by the City Commission in 2021. The FY22 Capital Budget included $2 million to advance projects identified in the Plan.  An additional $2 million was allocated in the FY23 Capital Budget.

The Commission voted to provide $550,000 to implement Blueprint IA’s directive to acquire the building at 1309 Alabama for a healthy food store for the community.

During public comments at the end of the meeting several speakers addressed the reinstatement of city police officer who failed a drug test.

During sharing of ideas Commissioner Matlow & Commissioner Porter queried staff about city drug testing policies.

  1. Various commenters want to know when the Blueprint people started getting into the Food Store business? It’s called money laundering. I’ve said for years that Tallahassee is mini Wash D.C. – here’s an example!

  2. Help, I’m confused. Per the Leon County Prop Appraiser office, the city of Tallahassee already owns the property at 1309 Alabama St. The city bought it 4/18/2022 for $170,000. So why this:
    “Commission voted to provide $550,000 to implement Blueprint IA’s directive to acquire the building at 1309 Alabama for a healthy food store for the community.”

  3. What a freaking joke…there is hardly any significant tree protection.
    The tree ordinance is crap, unless you wanna say it’s on par with other clearcutting, twig planting, swamp filling, lake killing cities!

  4. So Blueprint is in the real estate business buying property at an inflated price under the guise of a health food grocer. The only surprising thing here is that the Blueprint people are not all in prison. If a reputable corporation is not willing to purchase this property what makes anyone think Blueprint is going to make a success of this? More taxpayer money down the drain.

  5. @ Nicholas Weed = You are correct about the Parkway. That Internet has been there going on two YEARS now, I guess they figured out who to give the Envelope full of Money to. That Boulos Subdivision, Your Outside A/C Unit is in your Neighbor’s Yard, totally. The Houses are just 32 inches apart, Too many Houses are being built to close together in this town, it’s crazy. I don’t think the TD has anyone who knows HOW to do Investigative Reporting any more.

  6. Here is the state of the city and county… find a red light camera provider who is not taking a bribe from an elected official to use their products. Red light Runners are out of control and clown cars are not the answer.

    Actually saw some workers clearing trash from the parkway it’s about time.

    The parkway with the entrance into the capital city every elected official should be fired. Too many developments that are ragtag awful. The used car dealerships, the internet gambling shack that the Tallahassee Democrat and the law enforcement seem to just look the other way at, the horrendous Boulos development, can you make it look any worse? The Tallahassee Democrat would do well to do some investigating reporting instead of some Byron Donaldson’s free campaign coverage on the sheriff disguised as a racial article.

    It is a DAILEY embarrassment.
