Children’s Services Council Discusses Travel Policy, Purchasing Policy and More

On May 8th, the Children’s Services Council (CSC) Executive Committee discussed a proposed travel policy among other issues. The CSC attorney updated the board on the revised travel policy, and explained that CSC staff may stay at hotels suggested by the event; however, if the lodging rate exceeds the amount authorized by the policy, it would require approval by the Chair. The CSC policy will mirror the limitations set forth in state law for state employees. Staff also noted that reimbursement for mileage will not be available for rental cars.

The Executive Committee also had a discussion regarding the existing purchasing policy. The current policy requires the CSC staff to send purchasing card spending reports at the request of council members. However, the Executive Committee is recommending a change to the purchasing policy to require staff to send the spending reports to the treasurer on a monthly basis. The council is also recommending prohibiting the use of purchasing cards for capital expenses. The revisions made to the policy will go forward to the full Council at the next meeting.

And finally, the e Executive Committee addressed the ongoing discussion related to creating a separate entity that would allow people to send donations/gifts so that the staff may feed volunteers who spend time at the facility doing evaluations. The CSC attorney noted that state law prohibits the acceptance of donations to pay for functions that are not necessary to their mission. However, the Executive Committee leaned in favor of finding a solution for accepting donations in the future.

The date for the next meeting has not yet been determined, as they are discussing changing the meeting from monthly to quarterly.

  1. Why would anyone involved with this scam “need” to travel anywhere outside Leon County – home to the children they profess to serve, the community they profess to serve, the county they profess to serve… and the taxpayers that pay their salary?

  2. @David — I don’t know what contracts that the city and/or county have with the major car renters, but the state contract has numerous options, up to “full size” cars, for under $30/day with unlimited mileage.

    The CSC should be structured to take full advantage of government access to all services, not as a separate slush fund with little or no oversight.

  3. How many people work at CSC? Because I have an office in the same suite and I NEVER see anyone in there working. This morning someone in a brand new Mercedes SUV pulled up and waddled inside for about 10 minutes then left. Other than that, the place was locked up tighter than Dicks hat band when I left about an hour ago. CSC has a nice office complete with big marketing feathers out front and lots of swag displayed in the lobby, but there is never anyone there.

    All they want to do is travel, but their job is in Leon county. They shouldn’t be traveling anywhere unless it’s to a child’s house (in Leon County) to provide services.

    What a monumental and in your face waste of our money. They are getting fat as ticks off the taxpayer and the children of this county will be no better for it.

  4. Since this is a LEON COUNTY CSC, why do you need to Travel any where for CSC Business? Zoom Calls, Emails, Texts is all you need. PLUS, every time I needed to Rent a Car, I got 150 Miles for FREE per DAY. Bryan Desloge was RIGHT from Day One when he said the CSC was NOT a good thing for Leon County and I did not Vote for it. It needs to be shut down.

  5. As many people that you have on the Committee (29-32?), you shouldn’t need ANY Volunteers. The Committee should be doing EVERYTHING, otherwise, you could knock the Committee down to just 3 to 5 Part Time Paid People and use all Volunteers for the rest.

  6. Any local candidate in the next election cycle who doesn’t have this on their platform – to shut this criminal enterprise down – should not even be considered a serious candidate or deserving of a vote.

    This whole thing reeks. So let’s create another level of bureaucracy, a new non-profit perhaps, that will be ripe for potential vendors and service providers to grease us up a little so as to make our decision making easier. Bonus! We can say we didn’t know!

  8. This is so out of control it reached the criminal threshold a long time ago and it’s full speed ahead. Don’t forget the director that was so highly recommended by the mayor’s wife (cough, cough) so that the mayor could be locked into a non-profit to benefit his campaign… this director was also a high ranking member of the Gillum campaign where two have been indicted on federal charges. Audit needed immediately! Put the director on unpaid leave until the audit is completed. Publish the treasurers report of this sham I guarantee you you will get a million clicks on that one.

  9. @ A Skeptic: Great catch there on the reimbursment for milage on rental cars.

    Let me see now if I got this straight- so we have a thief at the CSC who has been renting cars to travel on CSC business then when submitting travel reimbursment also submitted and was paid for “mileage” on the rental car????
    This is out of control why are they renting cars in the first place? I see no need for CSC travel at all…Steve investigation is in order Sir.
