Leon County to Approve Ten Bid Awards Totaling $9.5 Million

At the September 12th Leon County Commission meeting, elected officials will vote to approve ten bid awards totaling approximately $9.5 million. Descriptions related to the bid items are provided below.

This item seeks Board approval of the Interlocal Agreement with Sarasota County for the licensing, hosting, and support of the GOVMAX budget development software. The proposed Agreement provides for a five-year term effective October 13, 2023 with an annual fee of $51,297, or $256,485 over the five-year period, with one additional one-year renewal option.

This item seeks Board approval to award the bid for the Leon County Government Annex (Annex) Parking Garage Repairs project to, Arris General Contractors Inc., the lowest responsible and responsive bidder, in the amount of $340,667.

This item seeks Board approval to award the bid for the renovations to the Concord School Building to Arris General Contractors Inc., the lowest responsible and responsive bidder, in the amount of $4,250,000.

This item seeks Board approval to award the bid for construction of the St. Marks Headwaters Greenway Phase II, Buck Lake Road Trail Head to Blackwater Construction Services, LLC, the lowest responsible and responsive bidder, in the amount of $3,416,872. This project is funded with
revenue from the Blueprint 2000 sales tax.

This item seeks Board approval to award the bid for the Court Administration Office Renovations project to Omnicon Corp., the lowest responsible and responsive bidder, in the amount of
$263,407.

This item seeks Board approval to utilize a cooperative purchasing agreement (piggybacking) for a heavy equipment purchase at the Leon County Transfer Station in the amount of $517,000. Purchasing heavy equipment utilizing a large-scale competitively bid cooperative contract
provides for the lowest possible cost to the County.

This item seeks Board approval to award the bid for the Domi Building Masonry Repairs project to Council Contracting, Inc., the lowest responsible and responsive bidder, in the amount of $304,774.

This item seeks Board approval to award the bid for the Leon County Southside Health Clinic Roof Replacement to Garrison Design and Construction, Inc., the lowest responsible and responsive bidder, in the of amount of $334,009.

This item seeks Board approval to enter into a five-year Comprehensive Maintenance Services Agreement with Brooks Building Solutions, Inc. for the provision of heating and cooling automation controls services in the Public Safety Complex, in the amount of $67,150 for the first year, with a total amount of $363,708 over five years.

This item seeks approval of a three-year Planned Service Agreement with Johnson Controls, Inc. for the provision of heating and cooling services in six County buildings, in the amount of $222,279 for the first year, with a total amount of $674,842 over three years.

  1. @The Solution = You can only do Research from the Information you have, I took the Information given and THAT is where it took me. NOW, Vicious Fish gave NEW Information which took me to the Actual Address, THANKS Vicious Fish, and with that Information, it shows a very NICE Building. Looks like it has Basketball Courts and a Baseball Field. Very nice. I’m with Skeptic on this, I don’t see where it needs over $4,000,000 in repairs. I have not seen Lumber and Building Materials rise in Cost THAT much over the last several Years or Labor Rates I think the Commissioners need to do a Field Trip to the Site WITH the Contractor and have the Contractor explain and defend the cost. If able to, I would love to be there as well.

    Nice when government competes with the private sector. Soon we will ALL work for the government. Producing very little but for keeping non profits alive.

    Funny thing about non profits. They exist to solve some kind of problem yet they never solve the problem because the gravy train would cease.

  3. What is the DOMI building? I am anable to determine the location or owner.

    Is this a Dean Minardi Venture? Something on Gaines Street? Does it return any value to the taxpayers of Leon County? What is it?

  4. Great news local citizens Snidely is giving some serious consideration to running for County Cimmissioner and going in with a bottle of bleach and a scrub brush to clean that corrupt excuse of a public service organization.
    Most likely I will run against Bill Proctor and win by my peeps on The Southside’s overwhelming mandate.
    But I’m keeping my options open so in actuality every Commisioner’s seat will stand in jepordy until I make my final choice.

Hawkins, before you start spouting misinformation, please do a little research, the said property is located at Miccosukee Community Park (Concord School) is located at 15011 Cromartie Road, Tallahassee, Fl (Just east of Veterans Memorial Drive). This will be a major renovation to this historic school, and your running for County Commissioner, good luck.

  6. @vicious — thanks for the correct address. I’ve driven past the building quite a few times in my 50+ years in Tallahassee. That it’s deemed safe for use and fully functional speaks volumes for how well it was built, updated, and maintained.

    $5,000,000 to renovate an existing 7,500 sq/ft building is still excessive. Residential rates right now are about $200/ft. $700/ft for renovation costs on an existing and useful structure sounds like it has a lot of payola built into it.

  7. Hawkins and Skeptic: The Address is 15011 CROMARTIE RD. It would have been helpful if this site would have included it. It is a 7,500 SF 1940s brick school house, and includes major site renovations as a community park.

    Also, The $4.25M is from a Federal Grant. Another tidbit that would have been nice if this site would have mentioned.

  8. It appears from what my fellow posters are trying to say [wink wink] without really saying it is that the political donation “gratutituy” aspect of the complex bidding process is going out, from the County, pre-baked into the bidding process.
    Perhaps the construction scope of work is over-stated by the County in such a complex method that it would be very difficult for any outside watchdog agency or person to identify it as being inappropriate and likely would be a violation of the State’s expectation for the County’s to opperate in good faith.
    Bottom line is the County [thru a complex out-going bid process] is intentionally overstating the job scope of work to the degree that the greatfull contractor ends up with substantial County payments for work did not need to be done and was not done.
    If that is the latest and greatest method in 2023 to replicate the old HAA HAA style political kickback process it is pure genious and totally untraceable. Thanks.

  9. Something about this entire “renovation” doesn’t add up. The existing structure at the address David shows can be torn down an rebuilt for about $250K. And it’s my understanding that the “original” schoolhouse is already on display at the Tallahassee Museum.

    What gives, Tallahassee?

OK, the Concord School Building, if it is located at 14035 Godbold Rd, Tallahassee, FL 32309 off Hwy 59 in Miccosukee, please explain what the $4,250,000 is going to be spent on since there is a Very NICE Gray House sitting at that Address. This house should be able to be duplicated for about $300,000. The House at that location looks like it needs nothing, it even looks like it has a new Roof. That is the address that comes up when I google “Concord School Building, Tallahassee FL”. Weather or not this is the place, I vote NO on that Agenda.

    When you choose a Contractor for these Projects, I sure hope you hold those Contractors to the Price they Bidded.

  11. It would be interesting for the commission to come back after project completion of these various project and compare the final cost to the original bid and the bids of competitors. Hopefully there is some measure of competence in this process and we’re not awarding the job solely on cheapest bid.

  12. What’s the status on contractors being able to show their geatitude for coming in at the top of all bidders?
    Is it now just legal and properly reported campaigne contributions or have our locals caught up to the state of the art (several years back) system Rocky and his bro came up with using those infamous Las Vegas HAA HAA untraceable accounts to receive greatfull contractors contributions.
    You know those HAA HAA accounts happened so long ago that the HAA HAA system is likely as dated as 1980’s fax machines. Everyone is likely saying thats so old Boomer Snidely. Seriously we could use a good update artical on the subject to bring Boomer Snidely up to speed on how its done in 2023.
