Tallahassee City Commission Meeting Briefs: September 13, 2023

Below are the news briefs from the Tallahassee City Commission meeting that took place on September 13, 2023.

The city commission unanimously approved the evaluation committee’s ranking and authorized the City Treasurer-Clerk to negotiate and execute a contract with Gabriel, Roeder, Smith and Company related to actuarial consulting services.  The award is an initial five-year contract beginning October 1, 2023, with an option to extend for two additional one-year terms upon mutual agreement of the City. 

The city commission unanimously approved the additional project funding of $2,595,582 for the Airport Access and Roadway Realignment Project at Tallahassee International Airport, and authorize the City Manager or designee, to execute the necessary change orders to Contract #5352 with M of Tallahassee, Inc.

After citizen comment and a lengthy debate, the city commission voted 5-0 to reject the recommendation of an award to negotiate and execute a contract with Carver’s Discount Cleaners. City staff were directed to rebid the request for services.

The city commission voted 5-0 to approve the procedural process related to establishing a Tallahassee Charter Review Committee.

The city commission voted to approve an Invitation for Bids (IFB) for the sale of a 0.78-acre portion of the North Bicycle Boulevard property.  The parcel, located in the University Urban Village (UV) zoning district, is a linear parcel located east of Lorene Street.  The City parcel has development constraints as a stand-alone property and does not command the same price as surrounding parcels due to its linear shape, encumbrances, and environmental status.

Per a request from the city commission, the city staff provided information on rental assistance programs available in Tallahassee for individuals and families with a demonstrated financial need for rental assistance. The staff noted the City and County partner with local providers to provide direct rent assistance through funding derived from federal, state, local, and private resources which totals approximately $20.6 million annually.

The city commission voted 5-0 to authorize the City Manager or designee to negotiate and execute a license agreement between StarMetro and Greyhound Lines, Inc. for co-location and use of public amenities at C.K. Steele Plaza.

The city commission held the first public hearing and approved the tentative FY24 Budget and Millage Rate; approved the FY24 proposed Operating and Capital Budgets; approved the CY24 health plan rates; approved the Sixth Amendment to the Interlocal Agreement for Fire Services and EMS, approved resolution 23-R-19 updating the Fire Service Assessment and Fees, and approve resolution 23-R-25 updating Solid Waste Rate changes effective October 1, 2023. The second public hearing on the issues is scheduled for September 27, 2023

During the unagendaed speaker session of the meeting, approximately 25 people voiced various concerns. Several people spoke about the lack of financial consideration afforded to Tallahassee firefighters. Other issues that received attention were related to the impact of the homeless and the crime on local businesses on West Pensacola Street and the possibility of a fraternity being located in a residential neighborhood.

  2. The Mayor walked out in the middle of firefighter spouses articulating their struggles financially. How’s that for a caring attitude? He must be wanting the join the losers in Wash D.C. Starting firefighters qualify for food stamps – that is just pathetic!

  3. For anyone who may have had the time to watch this meeting, it was “business as usual” at its finest.

    A number of citizens got up for their very generous 3 minutes of time and respectfully and very sincerely articulated real problems and concerns, especially the business owners along West Pensacola.

    As usual, the “ruling body” of the commission (aka “The Three Horseman of the Apocalypse”) listened politely and then completely ignored the citizen inputs. Two dark-complected commissioners launched into long, drawn-out, emotional, tear-jerker dissertations about their own life and how hard they’re working “for the people.”

    Simply pathetic is all I can say to describe this city “circus.” I really feel sorry for those citizens who were completely ignored.

  4. An additional project funding of $2,595,582 for the Airport Access and Roadway Realignment Project at Tallahassee International Airport? You need to first do a Forensic Audit on where the origaial Money was spent before you cut that Check.

    I like the idea of StarMetro and Greyhound Lines, Inc. being at the same place BUT, I think they will run out of room real fast.

    The Firefighters need better. The Crime in Tallahassee, not just Pensacola Street, needs to get handles a LOT better, and No Fraternity OR Sorority should EVER be in a Neighborhood or Subdivision. They should be College Campuses.
