Tallahassee City Commission Meeting Briefs: April 10

The Commission unanimously approved a new ordinance regarding school zone speed enforcement. The proposed ordinance was drafted in accordance with the statutory requirements to initiate the implementation of a school speed zone enforcement program at identified Leon County public school locations within the City limits to enhance public safety.

The Commission unanimously approved a new ordinance that updates the Tallahassee Land Development standards related to street renaming activities to give the City Commission the authority to approve street renaming requests within incorporated areas of Leon County.

The Commission unanimously approved to introduce an ordinance to amend the existing Ox Bottom Terrance PUD to increase the number of currently allowed single-family, two-family, and multi-family residential uses from 126 to 302 units.

The Commission reviewed each recommendation made by the 2024 Charter Review Committee and provided staff direction as to each recommendation listed below:

Size of the Governing Body: the Commission unanimously voted to ratify the CRC recommendation relative to the size of the governing body, retaining the current size of the City Commission as a 5-member governing body.

City Commission Salaries: The Commission voted 3-2 (with Commissioners Jeremy Matlow and Jack Porter in dissent) to place a Charter amendment on the November ballot. If approved, the Commissioners (except for Mayor John Dailey who already earns $90,000) will receive an additional $45,000 which will double their salaries.

Conduct of Primary Elections: The Commission unanimously voted to ratify the CRC recommendation relative to Primary Elections to specify that 2-person contests shall appear on the regular municipal election ballot in November.

Periodic Charter Review: the Commission unanimously voted to endorse the CRC recommendation that future periodic reviews be conducted on a 10-year cycle.

Independent Ethics Board: the CRC recommended the (IEB) be designed as the “appropriate local official” for receipt of whistleblower complaints involving the Mayor, a City Commissioner, the Inspector General, or their staff, if the alleged violation(s) stated in a complaint is within the jurisdiction of the Ethics Board to investigate. However, the City Commission voted to study the information the Inspector General provided to the Commission and bring the item back for discussion for their next meeting in two weeks. The motion passed 4-1 with Jeremy Matlow in dissent.

Independent Ethics Board: The Commission voted unanimously to give the IEB jurisdiction over outside agency boards.

The Commission voted in favor of authorizing to proceed with the financing of certain projects through the issuance of Capital Bonds, Series 2024, in an amount not to exceed $70,000,000. The projects that will be funded include the initial borrowing for the new police station, the funding gap for the South Side Transit Center, Kleman Plaza projects, and more. The agenda item passed 3-2 with Commissioners Jeremey Matlow and Jack Porter in dissent.

The Commission unanimously authorized a resolution authorizing the issuance a Public Improvement Revenue Note in an amount not to exceed $25,000,000 to finance the construction of a new Senior Center on Welaunee Boulevard in the Canopy development.  Debt service on the note is expected to be approximately $2,500,000 annually beginning in fiscal year 2025.

The Commission unanimously approved the application, acceptance, and expenditure of grant funding in the amount of $9,600,00 to the U.S. Department of Transportation for Safe Streets and Roads for the Jake Gaither Community Pedestrian and Street Safety Improvements project.

  1. No report on the projected multi million dollar deficit to start the year? As reported by staff? Raises and stuff.

    Or are we to belive as one commissioner said, “it’s free money.”

  2. How does the City Commission, city policy and Ethics Committee allow the city manager to simply take $31,000 of an employee’s money and see that and no one says anything. In this city anything is allowed. The city has a lot of unethical leaders.

    Facing an upcoming 3-million-dollar budget deficient, these mental giants want a raise. This is the same bunch that want to buy unreliable electric buses from a failing company. The northeast side needs to incorporate and leave the COT’s tax base.

  4. Saying the pay increases are for future candidates to make a living wage (recruitment) and making a comparable salary to their county counterparts (comps) are the same arguments the firefighters have been making for their contract for months. The hypocrisy never stops with DWC and CR

  5. When you Rename a Street, do you realize how much an Inconvenience and Hassel it is for those living on that Street? Stop Renaming Streets and just wait until there is a NEW Street to name.

    5 City Commissioners is enough.

    Doubling your Salary in one Blink of an Eye is a HUGE NO in my Book. Since you’re being greedy, I say a 10% Raise is good BUT, not until January 2025.

    The Independent Ethics Board should be just that, Independent, with NO input from the City on how to do their Job and the City Manager should be included on that List as well.

    The New Police Station and the South Side Transit Center were and are a Money Pit Boondoggle from the start. You should have kept the Building and just remodeled it for the Police Station, it was ideal for what was needed. Instead of a Transit Center you just need to add MORE Bus Stops on the South Side.

  6. Wow, seriously?… from declaring a $3.8-million budget shortfall to asking taxpayers to double the Commissioners salaries?

    Is it any wonder this country is a mess?
